National e-Governance Plan (NeGP) is an ambitious program of the Government of India with the vision "Make all Government services accessible to the common man in his locality, through common service delivery outlets and ensure efficiency, transparency & reliability of such services at affordable costs to realize the basic needs of the common man". With this vision, the Government of India (GoI) approved the NeGP to lay the foundation for the long term growth of e-Governance in the country.
NeGP proposes to achieve its objectives through:
- Deployment of select "Mission mode Projects" (MMPs - projects with significant citizen interface)
- Creation of a national IT backbone for fast, reliable and efficient connectivity, data storage and access
- Set up of Common Service Centers in rural areas for delivery of citizen services
- Creation of Internet portals for 24x7 access to government information and services.
The nature of e-Governance initiatives requires State to take ownership of their implementation, manage consistent strategies for integration, resource optimization, prioritization and resolving conflicts and overlaps. Thus specialized skills are required at the States/UTs as well as Central level to provide technical support to the policy & decision-making process and the overall management of the programme.
Given the critical role to be played by the State Government in managing these initiatives and to enable issues to be dealt with in a competent manner, with a holistic perspective & with speed, it is well recognized that significant capacities need to be built / upgraded at State / UT level.
For initiating the process of capacity building within the NeGP programme, the Planning Commission in the year 2004-05 had allocated funds as Additional Central Assistance (ACA) to all the States/UTs (vide F.No.:4(4)/3/2004-C&I, dated 9-2-2005). It was followed by the detailed guidelines for use of the ACA fund for capacity building issued by DIT, GoI and suggested institutional framework (Ref. at www.mit.gov.in).
The State governments responded to the CB guidelines by submitting their Capacity Building Proposals consisting of e-Governance Roadmaps (EGRM), Capacity Building Roadmaps (CBRMs) and Detailed Project Reports (DPRs) including financial requirements.
Capacity Building Roadmaps from States/UTs laid down the plan for developing institutional mechanisms, capacity requirements in line with the e-Governance Roadmaps, acquiring the technical expertise within and outside the government, trainings on specific areas for the team and projected the need (and costs) for outsourcing activities.
Most States/UTs lack quality personnel on full time basis and the skill-sets needed to handle the challenges that are likely to be faced in implementing vision and objectives of NeGP. These include:
- Aligning project design to NeGP service orientation
- Bringing standardization and consistency across initiatives
- Change Management and training requirements
- Government Process Reengineering
- Optimizing cost and resource utilization
- Leveraging external resources
- Implementing best practices followed elsewhere
- Project and Programme Monitoring
Capacity Building scheme is aimed at addressing the above challenges in a holistic manner and supporting NeGP achieve its goals through various means such as engaging experts, developing skills and imparting specialized training. The scheme identifies areas of capacity building support to the States/UTs through various activities like empanelment of agencies for temporary staffing and recruitment, facilitating States in recruitment and providing orientation courses for decision making bodies, training initiatives, curriculum & content development and human resource management.
Crucial to strategy in any State will be existence of institutions for monitoring, planning and coordinating e-Government efforts of the State. National e-Governance Plan gives guidelines for creation of e-Governance Institutional Framework and stresses the need of appropriate management of e-Governance at various levels in the State.
A professional team with appropriate skill-sets and aptitude is required to facilitate the State administration and to carry out the groundwork for State MMPs and other e-Governance initiatives including preparing project proposals, implementing the projects and overseeing O&M & support. The envisaged team needs to be in place at Two levels identified:
a. Program level (i.e. at State Level)
b. Project level (i.e. at Department Level)
Under the capacity building programme, DIT GoI has identified some of the major training courses for enabling the government administration in conceptualization, design, implementation and management of e-Governance initiatives. DIT GoI and NISG took the initiative to standardize the approach and training content for delivering these training programs. Large number of Government officials is expected to participate in these training courses and these are being conducted across multiple locations in the country.
Taking into consideration the four key pillars of e-Government projects i.e. People, Process, Resource, Technology, NISG has collaborated with various e-Governance experts from Government/industry and other stakeholders to design a course framework for these specialized trainings in eGovernance.
Specialized Training for e-Governance Programme (STeP) is offered by National Institute for Smart Government (NISG) in pursuance of the mandate given by Department of Information Technology, Government of India, to develop human capacities by imparting training to officers of Government departments.
STeP is one of the key components under the National e-Governance Plan (NeGP) Capacity Building Scheme in which, various short duration courses have been designed for the stakeholders. It is intended to bring uniformity in the approach and standardization of content for delivering these training courses. STeP trainings are provided by the expert trainers of NISG and renowned experts from different domain.
Madhya Pradesh is the first state which has completed STeP trainings of all the 8 courses under second category. This year MAP_IT has planned to conduct all the 8 courses of STeP trainings in three cycles. One cycle at state level and two cycles of 8 STeP training courses will be conducted at Divisional headquarters for district level officials. Success of these trainings lies upon enthusiastic participation from the departments and optimum utilization of newly developed skills in the trained officers.
Target of MAP_IT is to train 2-3 officials from each department in all the 8 STeP Training courses. This trained workforce will enable departments to effectively conceptualize, plan and implement eGovernance Projects. Hence, it is the responsibility of all departments to ensure that 2-3 officials from their offices are trained in all the 8 STeP training course. Departments can contact MAP_IT and nominate their officers. MAP_IT will include nominated officers in future training programmes.
There is no financial burden on the departments as the STeP trainings are provided free of cost to Govt. Officers. Daily timings of STeP trainings usually set as 9:30 AM to 2:00 PM. This enables Govt. officers (Participants) to attend their offices after daily classes and their regular work does not suffer in the training duration.
Objective of STeP
- To accelerate implementation of the NeGP
- To pave way for effective implementation of e-Governance in the Country for the benefit of all stakeholders
- To develop competencies and skills in specialized areas of e-Governance on an on-going basis for the personnel working in Government
- To equip Government officials with the necessary tools for conceptualizing, developing, implementing and management of e-Governance projects
- To leverage the existing institutional mechanism and expertise working in e-Governance for knowledge sharing
There are 2 major categories of training courses under STeP.
First category includes 2-day training programmes that are offered to Principal Secretary, Secretary, Commissioner, Additional Secretary, Joint Secretary & District Collector. These courses are:
- e-Governance Project Lifecycle (2-day)
- Government Process Reengineering (2-day)
- Business models and Public Private Partnership for e-Governance Projects (2-day)
- Regulatory framework for e-Governance implementation (3-day)
In Second category, there are 3 to 5-day programmes are offered for Director, Jt. Director, Additional Director, Senior Officials at HQ & District, SeMTs & PeMTs.
